Both refer to the economic toll the First World War was having on civilian life. * On the left-hand banner, the 3rd word is spelt з-а-с-ч- ...(z-a-s-ch- ...), but the 3rd and 4th letters are more properly spelt with the single letter щ, transliterated as shch. The other flag uses the same word (albeit in a different case) – see the first word on the 3rd line, which correctly uses the letter щ.
